Section 17 of the Crime and Disorder Act places a specific duty on local authorities to consider the impact of any aspect of their service on crime and disorder, which means delivery of community safety must be a conscious planned service which staff are aware they need to deliver:
“Each local authority (should) take account of the community safety dimension in all its work. All policies, strategies plans and budgets will need to be considered from the standpoint of their potential contribution to the reduction of crime and disorder.”
