Local Government Modernisation

The Local Government Act 2000 requires that the views of the public must be taken into account in deciding the most appropriate political management structure for Swindon Borough Council. As such the council undertook a wide-ranging consultation exercise using both quantitative and qualitative methods.

An independent review panel was asked to consider and weigh the results of the consultation exercise taking into account the guidance on reaching a judgement issued by the (former) Department of the Environment, Transport and the Regions.

Taking into account the results of the consultation exercise, it is recommended that Swindon Borough Council should, in accordance with the Local Government Act 2000, adopt a new constitution based on a leader and cabinet model and that these results are sent, together with any associated documents, to the Department of Transport, Local Government and the Regions for endorsement.
